Introduction:
Following Graduation from Liverpool John Moores University in 1991, Colin joined Edmund Nuttall as a Quantity Surveyor and followed the Nuttall ICES training programme. In 1993 Colin Joined Lagan Holdings Limited as a Senior quantity surveyor and then progressed to Project manager in 1994 on a military airfield project.
Over the following 23 years at Lagan Colin developed the airfield and international business into one of the most respected in the UK and completed projects in more than 20 countries. Colin was also Commercial Director on the construction of the runways at the new airport at Chek Lap Kok in Hong Kong.
In 2010 Colin became Chief Executive of Lagan Construction Group and overseen the growth of the business from £100m to a £350m in 2017. Colin stepped down from the Chief Executive position in March 17 and established Loughran Associates to pursue his interest in all forms of dispute resolution.

Relevant Experience
Generally:
Over 25 years of varied construction experience and for most of this time in a senior decision-making position. Leading teams of people to deliver projects in some of the most difficult and remote locations in the world.
1991-1993:
Quantity surveyor for Edmund Nuttall working on varied projects including sea defence, highways and major bridge structures.
1993-1995:
Senior Quantity Surveyor progressing to role of Project Manager with Lagan Holdings Limited working on major highway projects and fast track airfield reconstruction projects for both the British and US military in the UK.
1995-1998:
Commercial Director for Lagan Holdings Limited on the pavement works for the New Airport in Hong Kong. The project had significant delays and disputes that were ultimately resolved by arbitration in Hong Kong. Colin instructed legal and expert teams and decided strategy during the arbitration.
1998-2007:
Initially Contracts Director for the International Division delivering highway projects in Jamaica and airfield projects in the Caribbean, UK and Ireland. In 2005 Colin was appointed Managing Director of the International and Airfields division of the business working on projects in multiple jurisdictions
2007-2010:
Colin was given additional responsibilities that incorporated being Commercial Director for the Construction divisions whilst maintaining the role of Managing Director of the International Division. This involved leading commercial teams on a wide variety of projects including power stations, deep piled foundations, marine, wind farms, highways and sitting on the Main Construction Board.
2010-2017:
I was appointed as Managing Director of the Construction business in 2010 and then Chief Executive of Lagan Construction Group Holding including, Civil Engineering, Building, Operation and Maintenance, Facilities Management, Fit-out, International and airports. The business grew during this period from £100m to £350m organically.
2017 - Present:
Director and Principle Consultant with Loughran Associates offering expert witness services and business support for construction dispute resolution.
Legal
Colin completed his Post Grad Diploma in Law in 2000 following the interest he gained from an arbitration in Hong Kong. Colin has a strong commercial mind and continued to enjoy the contractual and dispute area of the construction business.
Colin continued his legal development by following the Chartered institute of Arbitrators modules to become an International Arbitrator. Over the past 25 years Colin has been involved in International Arbitrations, several International mediations and a substantial number of UK adjudications.
Colin’s period as Chair of the EIC contracts committee was important where contracts team did its best to influence the risk sharing of the FIDIC suite which has just recently been released.
